Technology scouting vs. technology intelligence, the working distinction
The working distinction
Technology scouting is the active search for (and validation of) new external ideas and technologies, including an honest read on their feasibility, maturity and fit. The endgame can be internal R&D, a build / buy / partner / license decision, or simply confirming that a promising idea is real. It's not only about sourcing partners. Output: a shortlist of validated technologies and ideas with feasibility, maturity and IP position. Stakeholder: R&D, innovation, corporate development.
Technology intelligence (TECHINT) is the systematic process of monitoring the external environment with a focus on technologies, turned into a directional read for a strategic decision: where a technology vector is going, what competitive moves are likely, and what the implications are for product / IP / talent strategy. Stakeholder: strategy, product leadership, R&D leadership.
Why mixing them up wastes both
A scouting engagement that drifts into intelligence ends up with a long list of candidates and a vague forecast, satisfying neither audience. An intelligence engagement that drifts into scouting ends up with a "competitive landscape map" full of companies the strategist doesn't care about.
The methodology bracket
Both use the same input layer (patent + corporate registry + scientific literature + practitioner conversation). They diverge at the analysis step:
- Scouting: find candidate ideas and technologies, validate feasibility and fit, shortlist what's real.
- Intelligence: cluster around hypothesis, score for plausibility, write directional briefs.
If you're writing methodology for an in-house team, separate these workflows from day one. Shared databases are fine; shared deliverable formats are not.
How the literature draws the line
The distinction isn't just my preference. It tracks the academic record. Technology intelligence (TI) is a systematic, decision-support process that monitors the external environment for "analytical information about external scientific or technological activities" that could affect a firm's competitive position (Brenner, Competitive Intelligence Review, 1996). Cambridge's Kerr, Mortara, Phaal & Probert (2006) model it as a "coordinate–search–filter–scan" capability that starts from a stated information need, not from data.
Technology scouting is the search-and-validate practice underneath it. Brenner framed it plainly as "seeking new ideas in science and technology for further development." Note: ideas and technologies, not just partners. Later work emphasizes building networks of scouts to source and assess external technologies as part of an open-innovation strategy (Rohrbeck, R&D Management, 2010). A 2019 literature review confirms the wider problem this note is about: the field's terms (foresight, forecasting, intelligence, scouting) are used inconsistently, which is exactly how engagements blur (Kujawa & Paetzold, ICED 2019).

FAQ
Can the same team do both?
Yes, but with separate workflows. The cadence, the source mix, and the output format differ. Sharing a pipeline collapses the distinction and produces decks that satisfy neither stakeholder.
